please make newer vanity items in WoD

please make newer vanity items in WoD have shorter cooldowns. If you look at older vanity items a lot have 1 min- 5 min cooldowns. Most newer vanity items have 5 min- 1 hour cooldowns (mostly since cata). For example Arcanite Ripper only 1 min cd. Will items that you need to equip like Arcanite Ripper or Burgy Blackheart's Handsome Hat be account-wide too? I guess the arcanite ripper goes with account-wide transmog more so. wow gold fr
